Section 5(a)(1) of the Occupational Safety and Health Act of 1970 was violated in that: (a)Employees were not adequately trained to monitor changing weather conditions. Among others, one feasible method of abatement to correct this condition includes, but is not limited to: Employer shall provide additional training to employees of stores in West Virginia which have experienced a significant surface water incursion due to changing weather conditions in the past six (6) months, so as to enhance their awareness of the need to monitor changing weather conditions including acting as directed by civil authority.
