29 CFR 1910.28(d)(12): All tubular welded frame scaffolds shall be erected by competent and experienced personnel. On or about 13 January 2016 and at times prior thereto, two workers were performing welding and cutting operations from a mobile tubular welded scaffold, which was not erected by a competent person, exposing the workers to the hazard of falling approximately 8 feet, 6 inches to the floor below.
