29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent). On or about 13 January 2016 and at times prior thereto, employees were working at loading docks more than four feet above ground level without guard railing in place, exposing the workers to the hazard of falling more than 4 feet to the ground below. A) Employees work daily at the warehouse shipping and receiving dock, which is approximately 50 inches above the ground below, and not guarded with a standard guardrail or equivalent. B) Employees work daily at the West end, outside assembly area loading dock, which is approximately 52 inches above the ground below and not guarded with a standard guardrail or equivalent.
