29 CFR 1960.59(a): The agency did not provide specialized job safety and health training appropriate to the work performed by the employee: At the Defense Logistics Agency (DLA), Defense Reutilization and Marketing Office (DRMO) vehicle storage lot in Camp Pendleton, employees were exposed to hazards while high pressure automatic fire extinguishing systems (AFES) on military vehicles were removed. DLA procedures require that DLA employees reject custody of all fire extinguishing cylinders with pressure above 40 psig that have not been rendered scrap, to ensure that employees are not exposed to the inadvertent discharge of these compressed gas cylinders while processing equipment submitted by military customers for disposal or re-utilization. On 11/10/2015, a military vehicle containing high pressure AFES cylinders was rejected by DLA, but was permitted by DLA to remain in the vehicle storage lot while the AFES cylinders were removed by military personnel. DLA employees working at the vehicle storage lot were in the vicinity of the military vehicle during the AFES cylinder removal process and were not adequately protected from nor trained to recognize the hazards associated with working with or near these high pressure AFES cylinders.
