Text For Citation: 01 Item/Group: 002A Hazard:
OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees who were over-exposed to chemical vapors such as but not limited to hydrogen sulfide while monitoring the level of manure in a tanker truck: a. On or about October 31, 2015, W.E. Soil Enhancement did not assure employees tasked to monitor the level of pig manure being pumped from a sewage pit into a tanker truck were protected against over-exposure to hydrogen sulfide at the permissible exposure level (PEL), ceiling level or immediately dangerous to life and health (IDLH) level. Among other methods, one feasible means to abate this hazard is to use: Engineering Controls 1) Use of tank vacuum pumping system (closed) to prevent open air release of H2S from tank, and 2) Use of gauge on tank so that fill line can be monitored from the ground rather than on top of the tank. Administrative Controls: 1) Use of appropriate truck for manure/sewage removal, 2) Prohibiting access to open area of tank (hatch) during pumping/agitation of manure, 3) Establishing a "no personnel" zone around and on top of the tank while manure is being pumped/agitated, 4) Establishing a set amount of time before re-entering the "no personnel" zone after pump has been stopped, and 5) Training of all employees who work with manure regarding the hazards of H2S. Personal Protective Equipment (PPE): 1) Use of self-contained breathing apparatus (SCBA) if accessing area where toxic gases could accumulate and escape while manure is agitated, and 2) Wearing of hydrogen sulfide monitor during manure removal operations.
