Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling when an employee was on a load which was lifted by a crane: a) Northeast corner of the De-watering Building - An iron worker had hand bolted one end of a steel beam which was suspended by a Grove Mobile Hydraulic Crane. While the iron worker was on the beam to make the connections at the other end, he signaled the crane to lift the beam slightly so that the bolt holes could be aligned. When the crane lifted up on the beam, the iron worker fell from the beam to the ground. Among other methods, one feasible and acceptable method to correct this hazard is to provide and use ladders or scaffolds for access to connection points while steel beams are lifted by cranes.
