Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to potential fire and explosion hazards initiated by static electricity: (a) Nonconductive leather power transmission belts were utilized throughout the Wheel Mill and Corning Mill operations, June 5, 1991. (b) An effective personnel static electricity constrol program was not utilized at the Wheel Mill, Press House, Corning Mill, Glaze House, Sifter House and Pack House operations, June 5, 1991.
