The following item(s), as described in the attached citation, are amended as follows. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: on or about 3/6/93, the employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to electrocution while working on electrical lines and equipment before disconnecting, testing and grounding. a- Cottrell Rd. - On or about 3/6/93, a downed overhead electrical line was not disconnected, tested and grounded before starting work. One feasible method of abatement: Before any work is started on any electrical equipment or lines, the person in charge, including a person working alone, shall inspect the work area to ascertain which electrical circuits are part of or may have effect on the electrical equipment or lines involved in the work. Also included in this inspection would be physical hazards such as but not limited to damaged poles or traffic control. Using this information the person in charge shall determine if the lines should be deenergized, tested and grounded or worked on with the use of applicable personal protective equipment and cover up.
