Text For Citation: 01 Item/Group: 001 Hazard: ELECTRIC
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, employees were exposed to the hazards of severe electric shock and/or burns when handling energized electrical cables whose insulation had deteriorated to the point where short circuits or faults were likely to occur during handling. One feasible method to protect employee from this hazard, would be to allow employees to handle cables only which had been de-energized, and to remove all employees from the manhole or immediate vicinity prior to re-energizitation of the cables. a) On or about 4/23/90, at the intersection of Gallivan Blvd., and Hallett Street, Dorchester, Ma.: Manhole #19623: Employees were exposed to severe electric shock and/or burns, while working within an electrical manhole during an asbestos removal/cable arc proofing operation, and were handling energized electric cables.
