Text For Citation: 02 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falls from an elevation. The work was being conducted from scaffold(s) where the load imposed on the scaffold(s) exceeded the rated load of the scaffold platform(s). a) N.J. side of the Walt Whitman Bridge, nine two point suspended scaffolds on the west side of the Jersey Tower and north side of the bridge roadway. The scaffold was occupied by employee(s) engaged in blasting/painting operations on the bridge's main suspension cable. The scaffold(s) were between 190 to 367 feet above the adjacent ground/water level. Among other methods, one feasible and acceptable method to correct the hazard is to reduce the load on the scaffold(s) to at or below the rated load of the scaffold platform(s) in use at the site or to utilize scaffold platform(s) with a rated load that exceeds the load(s) being applied to the scaffold(s). For assistance refer to Sky Climbers Instruction manual Section 1-2-9 or to pamphlet entitled Guidelines for Safe Practices for suspended powered scaffolds, Section E, Item 2 issued by the Scaffold Industry Assn. The company could also follow the Loading Instructions contained in the scaffold platform(s) manufacturer's specifications.
