Section 201 of the Executive Order 12196 of 1980: The employer did not %% furnish employees places and condition of employment that were free from recognized hazards that were causing or liklely to cause death of serious physical harm to employees that: a)Park Management does not have an adequate plan or method of backup for emergency rescue and evacuation for employees injured in remote locations. Park Management assigns work when helicopter rescue services are not possible because of weather conditions. One acceptable abatement method might be to avoid high risk work when environmental conditions prohibit or restrict helicopter rescue. Among other methods, one feasible and acceptable abatement method to correct this hazard is to prohibit rock/boulder clearing operations when environmental conditions prohibit or restrict helicopter rescue or ensure that an on-site employee has the capability and supplies needed to stabilize the victim until emergency resuce servies arrive.
