29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns, were not protected by protective helmets: a) The employer does not ensure that employees working in areas where there is a possible danger of head injury from impact or from falling or flying objects, are protected by protective helmets. In section 12, employees, who installed stucco underlayment to the walls of exterior balconies, were not protected from head injuries from impact, or being struck-by flying or falling objects.
