29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s) On or about April 30, 2015, R. J. Corman Railroad Construction, LLC exposed employees to struck-by hazards when an operator in training was permitted to operate a boom truck. A competent person did not inspect the area for predictable hazards such as striking other employee occupied equipment. The boom truck was not inspected for proper set up by a competent person. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
