Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) inadvertent deflagration, detonation and fragmentation of primers and their related machine components due to overfilling the Kingsbury Prime Case machines (SN-BA 1088) feeder howl with an amount of ammunition/explosives (primers) in excess of one hour's supply in Bldg. 037--Assembly Bay. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to establish a limit line inside the feeder bowl to insure a safe supply.
