Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) The employer did not protect employees from the recognized hazard of explosion in that all unnecessary windows were not closed in on the conrol room building of the Urea Plant. Approximately one hundred ninety (190) square feet of window area was present. Anhydrous Ammonia is a feed stock in the Urea Plant. (b) The employer did not protect employees from the recognized hazard of fire and explosion in that all unnecessary windows were not closed in on the control room building of the Ammonia Plant. Approximately two hundred twenty-five (225) square feet of window area was present. Anhydrous Ammonia is produced in the Ammonia Plant with significant quantities of hydrogen and methane gas present.
