29 CFR 1926.20(b)(2): Such programs did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers (i.e. a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them): (a)AGR Building, Inc. @ 1107 12th Street, Boulder, CO 80302: On and before November 10th, 2014 the employer did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by a competent person. Employees and subcontractor employees were using an elevated make-shift walk-way consisting of decking material and plywood to access and egress from a multi-family structure under construction. The walk-way did not have guardrails installed to ensure employees were protected from fall hazards. Employees and subcontractor employees were exposed to a fall hazard while crossing over the walk-way. The controlling employer did not maintain a safety program which included frequent and regular inspections of the jobsite. This condition exposed employees and subcontractor employees to a fall hazard of approximately 15 feet. AGR Building, Inc. was previously cited for a violation of the same or substantially similar condition of this Occupational Safety and Health Administration Standard, 29 CFR 1926.20(b)(2), which was contained in OSHA Inspection number 938785, Citation number 1, Item 1 issued on October 25, 2013, and became Final Order on November 6, 2013, with respect to a workplace located at 932 Gapter Road, Boulder, CO 80303.
