29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At Lot 119 East Lake Subdivision Auburn, Alabama: On or about November 18, 2014 and at times prior; the employer failed to ensure an extension ladder used on site for employees to gain access to the ladder scaffold had its rails extended at least three feet past the landing area exposing employees to a fall hazard of 15.9 feet to the ground below.
