29 CFR 1926.850(a): Prior to permitting employees to start demolition operations, an engineering survey shall be made, by a competent person, of the structure to determine the condition of the framing, floors, and walls, and possibility of unplanned collapse of any portion of the structure. Any adjacent structure where employees may be exposed shall also be similarly checked. The employer shall have in writing evidence that such a survey has been performed. At the above addressed jobsite, the employer did not obtain an engineering survey to determine the condition of the wall and the possibility of an unplanned collapse of any portion of the structure, thereby exposing the employees to a struck by hazard. This most recently occurred on November 1, 2014, when the store front wall/façade collapsed on top of three (3) employees, resulting in one (1) death and two (2) hospitalizations.
