29 CFR 1926.20(b)(1): The employer did not initiate and maintain safety and health programs as necessary: a) 14 Bedford Street, Dewey Beach, DE (Indian Beach) - Employer did not have safety and health programs for employees performing construction duties at a residential site. The employees were installing deck joists and posts using ladders on a 3rd floor deck with unguarded wall openings and sides. This exposed them to fall hazards of approximately 20-25 feet above the ground. The violation was observed on or about March 6, 2013.
