Section 5(a)(1) of the Occupational Safety and Health Act of %% 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to the hazards of flying objects created by the whipping action of high pressure hose in the event of a mud hose failure. Among other methods, one feasible and acceptable method to correct this hazard would be to hobble (install a safety chain between hose end and power swivel) this high pressure hose in accordance with and recommended by the association of oilwell servicing contractors, as set forth in their recommended safe procedures and guidlines for oil and gas well servicing.
