Section (5)(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential hazard of rollover and impact hazards while pulling railcars with a tractor/payloader and the use of a chain and/or nylon tow rope. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to change the method of moving rail cars by pushing rather than pulling the railcars and to insure that all affected employees are trained in the recognition of the hazards associated with the moving of railcars.d
