Text For Citation: 01 Item/Group: 001 Hazard: STRUCK BY
North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall and struck-by hazards: a)along garbage collection routes, where employees routinely ride on the riding step of the refuse collection truck while it is operated in reverse. On October 12, 2010, an employee was struck-by the truck after stepping or slipping off the riding step while the truck was moving in reverse. Reference ANSI Z245.1-2007 Section 7.2.10.6 which states: "WARNING -- DO NOT USE RIDING STEPS WHEN THE VEHICLE IS EXCEEDING 10 mph (16 kph), OPERATING IN REVERSE, OR WHEN DISTANCE TRAVELED EXCEEDS 0.2 mi (0.3 km)." Note: Among other methods, one feasible and acceptable method to correct this hazard would be to follow recommendations from the manufacturer and ANSI and prohibit employees from using the riding step when the truck is operating in reverse.g
