Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck by vehicles due to poor illumination. Among some feasible and acceptable methods to correct the hazard, is to follow the commonly accepted practice of designating and protecting pedestrian walkways from vehicular traffic, as well as lighting the parking lot and roadway in accordance with ANSI/IESNA RP-7-01: a. An employee was caught between the trailer and truck while removing the GLAD LOCK device from the trailer and sustained serious injuries. b. Employees at the White River Junction Post Office are required to attach Glad Locks to the mail trailers upon arrival in the Postal Service parking lot after dark. This process exposes the expediters to serious injury from being struck by a vehicle. c. Employees at the White River Junction Post Office are required to remove Glad Locks from the mail trailers upon departure from the Postal Service parking lot after dark. This process exposes the expediters to serious injury from being struck by a vehicle. d. Employees at the White River Junction Post Office are required to go out and check loads in mail trucks in the Postal Service parking lot after dark. This process exposes the expediters to serious injury from being struck by a vehicle. e. Employees at the White River Junction Post Office are required to walk across the Postal Service parking lot to get to and from their personal vehicles before and after the workshift and during breaks. This action exposes the employees to serious injury from being struck by a vehicle. ABATEMENT METHODS: 1. Have the drivers remove the GLAD LOCK device and return the device to the expeditor at the loading dock. 2. Remove the requirement for GLAD LOCK use. 3. Remove keys from possession of drivers until GLAD LOCKS are removed. 4. Improve lighting in the parking lot area in accordance with ANSI/IESNA RP- 7-01. 5. Reroute personal access foot path utilized during change of shifts and breaks to not be routed directly through the heavy truck parking lot exposing employees to injury from being struck by a vehicle. 6. Provide employees in the parking lot and loading dock area with reflective safety vests to ensure that they would be visible to vehicular traffic. 7. Provide employees with training in regards to use of the reflective vests and changes in the path of travel.
