29 CFR 1910.23(b)(13): Employees were carrying an object or load that could cause the employee to lose balance and fall while climbing up or down the ladder. Seawall / Dockside: On May 18, 2018, during the observation of pile driving operations, an employee climbed down an extension ladder with a clipboard in hand. The employee was exposed to fall hazards by not being able to grasp the ladder firmly with both hands.
