Executive Order 12196 Section 1-201(a) of the Occupational Safety and Health Programs for Federal Employees; The Head of the Agency did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious harm to employees in that: a) Employees working with uncertified passenger and freight elevators in the USPS Terminal Annex were exposed to known deficiencies such as loose car gates with the documented potential to fall down the hoistways. Among other methods, one feasible and acceptable method to abate this hazard is to correct the deficiencies and post certifications as required by the American National Standards Institute A17.1 - 1984, Rule 1000.1 on the following elevator cars: B-1, B-2, C-1, D-1, D-2, E-1 and E-2.
