Employee killed by arc blast at substation

On October 2, 2001, Employee #1, an electrician, was working at an electrical substation. He was using a rag to hand paint the lifting lugs on an electrical transformer when an arc blast occurred. Employee #1 was killed. The task he was performing was a construction punch list operation.
