Employee'S Foot Crushed When Scaffold Tips Over

On March 28, 2003, Employee #1 was working alone repairing the exterior molding of a truck at the back of Building Number 2, when a heavy wind blew, causing the rolling scaffold next to him to tip over. Employee #1 suffered an open fracture to his left foot, the result of which required surgery and four days hospitalization.
