Investigation Summary
Two power line workers were working from the two-person bucket of an aerial lift, installing a new 34.5-kilovolt overhead power line as a replacement for an existing 34.5-kilovolt line. The employees were installing the lines on new utility poles that were replacing shorter existing poles. The existing line ran horizontally from the existing pole to the new one and was temporarily stapled to the new pole at a point about 15 feet below where the new line was being installed. After installing one of the conductors of the new line, one of the employees lowered the aerial lift to the level of the old pole, a distance of about 15 feet, and placed the bucket so that it rested on the existing energized power line. He then reached over to the pole to release the existing grounded static wire that was stapled to the pole. The employee was electrocuted when he touched the static wire. (Current passed through the bottom of the bucket.)
