An excavator was pulling abandoned pipe and electrical conduit out of the ground. He pulled out a section of 4 in. by 6 in. pipe that was still attached at right angles to another section approximately 20 ft away. Employee #1 was standing too close and as the pipe came out of the ground it whipped across the back of his legs, and hit his right arm and elbow, fracturing his right arm.
