Abstract: An employer that operates a seafood processing plant and raises oysters in Humboldt Bay had recently purchased a surplus Navy LCM6 landing craft, serial #56CM6928, for use in the bay. Employees were doing refurbishing work on the craft at Humboldt Marine Services. Employee #1, a maintenance man and welder for the company, and a coworker had placed a repair yard ladder in front of the boat to access the recessed deck. The 11 ft long shop-built ladder was equipped with L-shaped angle irons at the base for stability. The employees thought the L-shaped feet were handrails and placed the ladder upside down. Employee #1 was using the ladder to descend 5 ft 5 1/2 in. from the deck to the ground when the bottom of the ladder slipped. Employee #1 and the ladder fell to the ground. The ladder fell on top of his right foot, just behind the steel toe in his boot, and broke his foot.
