Goal is to ensure safe workplaces in growing ethanol ¿bio-refinery' industry
OMAHA, Neb. -- Ensuring safety and health for employees in the ethanol bio-refinery industry is the goal of a new partnership among the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA), the Nebraska Ethanol Board and the Nebraska Workforce Development's OSHA Consultation Program. A signing ceremony will be held on Monday, June 18, at the Nebraska Department of Labor's administration building, 550 S. 16th St. in Lincoln, Neb.
"With the Nebraska Ethanol Board representing all industry in the state, this partnership will be an important training vehicle to enhance safety and health for employees in the rapidly growing bio-refinery industry," said Charles E. Adkins, OSHA's regional administrator in Kansas City, Mo.
The primary goal of the Nebraska Ethanol Partnership is to ensure that each participant minimizes the potential for catastrophic incidents involving the production, storage or transportation of ethanol by following recognized and generally accepted engineering practices with regard to its chemical process safety program.
The partnership also provides the parties an opportunity to participate in a voluntary, cooperative relationship with OSHA for training and education, outreach and communication, and joint promotion of a national dialogue on workplace safety and health.
A secondary goal of the agreement is to ensure that each participant has developed an adequate emergency response plan for operations involving the release or threat of release of hazardous substances, such as ethanol. The partnership also aims to reduce at participating facilities the Total Case Incident Rates (TCIR) and Days Away, Restricted and Transferred (DART) rates by 10 percent in two years.
OSHA Strategic Partnerships for Worker Safety and Health are part of U.S. Labor Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of employees through cooperative relationships with groups including trade associations, labor organizations and employers. This partnership, the first with the ethanol industry nationwide, will boost access to top-quality safety training resources for participating facilities.
