Overview

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA), San Francisco Region and the Philippine Consulate General in Agana, Guam; the Philippine Consulate General in Honolulu; the Philippine Consulate General in Los Angeles; and the Philippine Consulate General in San Francisco formed an Alliance to provide Filipino workers and employers in Arizona, California, Guam, Hawaii, Nevada, American Samoa and the Commonwealth of the Northern Mariana Islands with information, guidance, and access to resources to promote worker's rights in protecting their occupational safety and health, and to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

  2. Implementation Team Meetings

    On November 14, 2013, a meeting was held at the Philippine consulate in San Francisco with the Philippine Consul Generals for the San Francisco, Los Angeles, Honolulu, and Guam and the Oakland Area Director and his staff. The participants discussed training, outreach opportunities and future events including a roundtable consisting of federal agencies from the Regional White House Initiative for Asian American and Pacific Islanders.

    On December 16, 2013, the OSHA Honolulu Area Director met with the Philippine Consul General in Honolulu to discuss joint outreach activities. OSHA and the Philippine Consulate planned to work together to develop new training programs focusing on workplace hazards and understanding workers' rights and responsibilities under the OSH Act. The participants agreed to share best practices, effective approaches, and publicizing these results in educational materials, trainings and workshops.

  3. Events and Products

    Training and Education

    As part of Labor Rights Week, OSHA training on workplace rights, complaint filing, and employer responsibilities was provided at the Honolulu and San Francisco consulates on August 29, 2014. OSHA worker rights booklets and heat illness pamphlets were provided to workers and consulate staff.

    On November 14 and 15, 2013, the Honolulu Area Office provided a guest speaker at the United Filipino Organization (UFO) and the Marianas Association of Filipino Engineers and Architects (MAFEA) meeting in Saipan. The primary areas covered at this training included worker rights, reasons why Filipino workers are reluctant to complain about health and safety issues, and their fear of reprisals from employers.

    Outreach and Communication

    OSHA met with Consul Staff at the Philippine Consulate in Honolulu and in San Francisco to provide typhoon relief support safety pamphlets to be forwarded to those responding to the areas damaged by Typhoon Haiyan. The following pamphlets and materials were provided: Cleanup Hazards; Grounding Requirements for Portable Generators; Hand Hygiene and Protective Gloves in Hurricane-Affected Areas; Ladder Safety During Hurricane Recovery Efforts, Hazards: Fall; Electrocution; Preventing Falls; Tree Trimming Tips; Hurricane Sandy Cleanup PPE Matrix; Portable Generator Safety; and Rescue of Animals (Dogs) by Disaster Relief Personnel.

    Promoting the National Dialogue on Workplace Safety and Health

    During the November 14, 2013, intervention with the Philippine Consulate in Honolulu, OSHA along with the Wage and Hour Division and the Guam OSHA On-site Consultation program met with the Philippine Consul General in Guam to commemorate the signing of the Alliance. After the Consul's address, OSHA took questions and shared ideas to promote workplace safety and health for H2B Philippine nationals. Small business contractors, consulate staff, and members of the general public participated in the event. Guam OSHA On-Site Consultation also hosted a table with OSHA informational materials for the public.

  4. Results

    The Alliance focused on training and outreach opportunities between the Alliance members. The Alliance has enabled OSHA to connect with hard-to-reach workers who have the potential to be exploited and exposed to serious workplace hazards. The relationship fostered by this alliance has benefitted the efforts of OSHA and the Philippine Consulates in promoting worker safety and health.

  5. Upcoming Milestones

    As part of the Alliance, Federal OSHA intends to participate and deliver training presentations at the consulates events during Labor Rights' Week, Workers' Memorial Day, and other outreach events.
