    Overview

    To provide the Montana Contractor Compensation Fund, their members, and others with information, guidance and access to training resources that will help them protect employee's health and safety, particularly in reducing and preventing exposure to hazards associated with the construction industry and reducing the accident and injury rates incurred by their members.

    Implementation Team Meetings

    2006:

    1/19 - Initial Meeting with MCCF in Great Falls 2/8 - Meet with MCCF and the Montana Contractors Association.

    4/6 - OSHA Attended the MCCF Quarterly Safety Meeting in Great Falls.

    7/31 - Phone call to MCCF to finalize the Alliance.

    8/17 - OSHA Area Director and MCCF Executive Director signed Alliance at safety meeting in Great Falls.

    8/18 - OSHA issued a Press Release about Alliance.

    9/15 - MCCF, Executive Director and representative from their insurance broker came to the Billings Area Office and presented their operation/organizational plans to the CSHO staff.

    9/15 - MCCF presented OSHA to MSU, Great Falls Dental Hygiene class.

    10/11 - Met with MCCF to discuss future outreach to their membership.

    10/16 - MCCF held their quarterly meeting in Lewistown and discussed the Alliance with their members.

    2007:

    1/9 - Assisted MCCF in Trench/Excavation training to one of their member contractors.

    1/17 - Manned a Booth in conjunction with MCCF at Montana Contractor Association Annual Conference in Billings. CAS and CSHO's in attendance.

    2/6 - Met with MCCF and MCA to discuss future outreach.

    4/17 - CSHO attended MCCF quarterly safety meeting in Lewistown. 5/17 - Phone call with MCCF.

    7/27 - CSHO presented OSHA Recordkeeping to MCCF members in Kalispell. 7/30 - Phone call from MCCF about recordkeeping.

    8/23 - Meeting with MCCF in Great Falls, Area Director and CAS.

  3. Events and Products

    Training and Education

    • Events

      In January of 2007 the CAS assisted MCCF in a Trench/Excavation training presentation to one of their member contractors in Colstrip. During this session numerous questions were directed at the CAS regarding the regulations pertinent to their particular operations.

      In July of 2007 one of our CSHOs presented a power point to 14 MCCF contractor representatives and one subcontractor on the OSHA Recordkeeping rules and regulations.

    • Products

      The MCCF developed a series of internal documents to provide their client members with guidance on identifying hazards associated with trenching operations, a check list for Trenching and Excavation Operations, and a Soil Classification Worksheet. These handouts were distributed to each member in attendance.

    Outreach and Communication

    • Events

      In January of 2007, the Billings Area Office manned a Booth in conjunction with MCCF at the Montana Contractor Association Annual Conference in Billings. The CAS and CSHO's from this office attended the conference. There were numerous questions answered from attendees and at least one outreach session was to a contractor as a result of interactions at the conference.

      MCCF presented the OSHA view and our Alliance progress to a group of Montana State University students in September of 2006.

      The MCCF continues to promote the Alliance and their relationship with OSHA in their quarterly newsletter.

      The MCCF client members have increased the utilization of the Montana Department of Labor and Industry for on-site consultation visits.

      As a result of this Alliance the MCCF client members, mostly construction contractors, have begun to call the Billings Area Office and asked questions about the regulations and how they might apply to their particular job site. This has not been the case in the past.

      In April 2007, following an enforcement inspection, one of MCCF's general contractor companies asked OSHA to review and comment on their company wide safety and health written program. The comments were well received by their safety director.

    • Events

      At each outreach session the MCCF attends the topic of our Alliance is brought up and if questions are asked, they are answered or referred to the CAS at the Billings Area Office.

  4. Results

    During the first year of this alliance between the Billings Area Office and the Montana Contractor Compensation Fund both parties have deemed this agreement a mild success. We both realize that more progress can be made in the hopes that more of the MCCF client members be brought into the understanding that this relationship can eventually lead to a reduction in worker injuries and the companies can build a "trust and understanding" with the Billings Area Office. Both parties have agreed to heighten the awareness of this alliance within the construction industry. It is our goal to eventually include the Montana Contractors Association into this or possibly a separate alliance or partnership.

  5. Upcoming Milestones

    2007/2008:

    MCCF and OSHA have agreed to work in conjunction with the Montana Contractors Association to conduct an OSHA 10 Hour class to MCCF members and MCA members.

    Increase the OSHA/MCCF interactions at quarterly safety meetings.

    OSHA will conduct web site training for MCCF clients.
