    Alliance Overview:

    To provide the Montana Contractor Compensation Fund (MCCF), their members, and others with information, guidance and access to training resources that will aid them in protecting employee’s health and safety, particularly in reducing and preventing exposure to hazards associated with the set up and operations of mobile cranes and reducing the accident and injury rates incurred by their members.

      OSHA conducted various interactions with MCCF clients when traveling across Montana

      2009-2010: MCCF chaired the WorksafeMT Safety Committee.

      MCCF attended 13 WorkSafeMT meetings or conversations since October 2009 concerning the Safety Fest Conference.

      2009-2010: MCCF participated with the Montana Safety & Health Bureau to establish a Windy Area Safety & Health group (WASH) in Great Falls.

      4-6 Nov 09 MCCF and OSHA participated in the OSHA 30-hour training course to 14 superintendents and managers with James Talcott Construction.

      12-13 Nov 09 Assisted Mike Allison in presenting OSHA 10-hour outreach training course to 7 Sletten Construction employees in Wyoming.

      2 Feb 10 Presented 3 hours classes to 31 MCA members in support of MCA’s OSHA 10-hour outreach class.

      8-11 Feb 10 Presented OHSA 30-hour class to 10 Supervisors and Project Managers of Century Companies.

      18-19 Feb 10 Presented OHSA 10-hour class to 11 employees of Century Companies.

      2 Mar 10 Presented 8 hours of OSHA safety training to Wyoming superintendents and employees of Westwood Curtis Construction.

      9 Mar 10 Presented 3 hours classes to 40 MSU-COT Billings auto and welding students and staff in support of MCA’s OSHA 10-hour outreach class.

      29Mar-2Apr Supported the inaugural WorkSafeMT Safety Fest including staff and class presentation. MCCF was a corporate sponsor with a $2500 contribution.

      OSHA contacted MCCF members when traveling across the state.

      The Billings Area Office receives numerous phone calls a from MCCF members throughout the year requesting information on job site hazards, abatement and regulation interpretations.

      During outreach sessions and training events communications is approached from the compliance assistance venue.

      Employers and MCCF members are very open to communicating with OSHA.

      Interacted with MCCF client members on a semi regular basis to communicate safety and the OSHA regulations and interpretations.

    • Products

      > MCCF developed a Drug and Alcohol Testing Program, including random, pre-employment testing, and post accident testing.
  4. Results

    The Montana Contractors’ Compensation Fund and the OSHA Billings Area Office believe that this partnering agreement has been extremely helpful and successful. The MCCF clients believe that this agreement be continued. Regardless of the outcome of this agreement the clients are going to continue “partnering” with the Billings office and the Compliance Assistance Specialist.

    In FY 10 the OSHA Billings Area Office conducted 8 enforcement inspections at MCCF client work sites. A total of 7 serious citations were issued with all being settled either at thee Informal Conference level of through the EISA. Prior to this alliance their 36 clients had had 104 enforcement inspections with 93 citations issued.

    Prior to this alliance the Montana Contractors Association was experiencing an average of 291 employee accidents from their client members with injuries every year. In 2009 they experienced a total of 191, a 34% reduction. A majority of the MCCF client member companies have implemented daily Job Safety Analysis prior to the days work.

  5. When this alliance was initially put into play very few Montana contractors were comfortable with the idea of having OSHA involved on any portion of their job. After a new alliance and one renewal alliance this attitude has changed significantly toward the better. Contractors, employees, and company safety representatives now call and/or email the Billings Area Office for advice and interpretations of the OSHA standards.

    OSHA Billings Area Office and the Montana Contractors Association Alliance was originally signed on August 17, 2008, for two years. It was extended on October 21, 2008, for and additional two years. It is due to expire on October 21, 2010.
