ANNUAL ALLIANCE REPORT

  1. Alliance Background

    Originally on 12/20/2007; renewed on May 11, 2012; renewed on Sept 29, 2015

    Overview

    This Alliance was signed to provide Local 21 members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to fall hazards associated with the steel erection industry. The agreement also focuses on a number of goals including:

    Training and education:

    • Work with OSHA to provide expertise to develop training and education programs for Apprentice Iron Workers regarding fall hazards in the steel erection industry, and to provide expertise in communicating such information to employers and employees in the industry.
    • Work with OSHA to provide expertise to develop workplace safety and health curricula on 29 CFR 1926 Subpart R. This will be part of the Apprentice Iron Workers training program as part of their advancement to Journeyman.
    • Work with OSHA to discuss recent news in the steel erection industry; specifically, nationally reported near miss or actual incidents. These discussions are for the purpose of presenting lessons learned sessions to apprentice ironworkers as part of their training.

    Outreach and communication:

    • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s and the Local 21 Web sites) to employers and employees in the industry.

  2. Implementation Team Meetings
    • On September 29, 2015, a meeting was held between the representative of the Ironworkers, Robert D. Grothe, and Jeff Funke, Area Director. A discussion regarding the alliance and the revised alliance was signed. No further implementation team meetings have been held.

    Training and Education

    Events:

    • Due to scheduling conflicts and a limited training opportunity, training was not conducted during this fiscal year.

    Outreach and Communication

    Events:

    Throughout the course of the year, the Omaha Area Office has been available for status updates as well as any general questions that may have been brought forward by their membership. This is one of the primary benefits of the alliance and something that has helped to erase a negative image of OSHA within the ironworker community. The members of the ironworkers union are more comfortable asking questions than in past years.

    On May 2, 2016 the Region VII Fall Stand-Down Event was held in conjunction with the National Safety Council. The local Iron workers were a co-sponsor of the event and approximately 35 individuals participated.

  6. Upcoming Milestones

    The alliance is due for review and renewal in 2017; however, a Region-wide alliance is in development with two District Councils for Ironworkers—Ironworkers District Council of St. Louis and Vicinity and the North Central States District Council of Ironworkers. Local 21 is under the North Central States District Council and would be included in the new alliance agreement, in which the Omaha Area Office Alliance would not be needed as a separate agreement. Both sides wish to renew the alliance with modifications and there does not appear to be any hurdles to continuing the relationship.
