  1. Alliance Background

    Overview

    This Alliance was signed to provide Local 21 members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to fall hazards associated with the steel erection industry. The agreement also focuses on a number of goals including:

    Training and education:
     
    • Work with OSHA to provide expertise to develop training and education programs for Apprentice Iron Workers regarding fall hazards in the steel erection industry, and to provide expertise in communicating such information to employers and employees in the industry.
       
    • Work with OSHA to provide expertise to develop workplace safety and health curricula on 29 CFR 1926 Subpart R. This will be part of the Apprentice Iron Workers training program as part of their advancement to Journeyman.
    Outreach and communication:
     
    • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s and the Local 21 Web sites) to employers and employees in the industry.
       
    • Speak, exhibit, or appear at OSHA’s or Local 21 conferences, local meetings, or other Local 21 events.
       
    • Work with other Alliance participants on specific issues and projects on Steel Erection that are addressed and developed through the Alliance Program.

  2. Implementation Team Meetings
     
    • Impromptu meetings were held when training sessions with the union apprentices took place.
    • Discussions have taken place regarding the continuation of the alliance which is due to expire in December of 2009. At this time both parties have expressed interest in renewing this agreement.
       
  3. Events and Products

    Training and Education

    Events:


    4/14/2009: An OSHA representative has provided a 4-hour training session to the Ironworker Apprentices, covering 1926 Subpart R, with an emphasis on fall protection. This training is included in the OSHA 10-hour Construction Outreach certification that each apprentice will receive at the conclusion of this training.

    Outreach and Communication

    Events:

    June 2009: A meeting was held with Mr. Mike Baker, Business Manager, to discuss the use of aerial lifts while performing steel erection activities. The extension of the alliance was also discussed as well as the benefits to the apprentice ironworkers to having early interaction with OSHA Compliance Officers.

    April/November 2009: Mike Baker, Business Manager, receives OSHA Updates as provided by the Omaha Area Office CAS through email information bulletins. This information includes updates on Nebraska fatalities and enforcement activities, technical updates, training information, and other items of interest.

  5. Upcoming Milestones

    OSHA will participate in Subpart R training and OSHA 10 hour courses as each new class of apprentices is assigned.

    The alliance was signed into effect on 12-20-07 with the expiration set for 12-20-2009. Both parties agree that this alliance has value and have decided to renew. The renewal document has been approved by Region VII Solicitor and is waiting for signatures in the new year.
