    5. Overview

    6. The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Region VII, The Iowa Occupational Safety and Health Division of Labor, Department of Workforce Development (Iowa OSHA), the Iron Workers District Council of St. Louis and the North Central States District Council of Ironworkers through the Alliance, will use relevant injury, illness and hazard exposure data to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate alliance effectiveness and measure the impact of its overall effort on improving workplace safety for employers and workers.

  2. Implementation Team Meetings

  3. No implementation team meetings occurred in the first year of the alliance. The first implementation team meeting is to occur on April 9, 2019 at the OSHA Region VII Office in Kansas City Missouri.

  4. Work Group Meetings - Iron Worker Project

    • March 2, 2018- An initial meeting between Mr. Steven L. Rank
      Executive Director of Safety and Health for the Iron Workers International and Kim Steele, Regional Administrator with participation by additional regional staff members. During the meeting, Mr. Rank requested assistance to develop and deliver an effective educational video. The proposed video, once posted on line as a Webinar, will educate new and current supervisors in the iron work industry on their safety and legal duties and responsibilities under the OSHA Act and the National Labor Relations Act. Per Mr. Rank the video will reach at least 40,000 supervisors in the construction industry.

    • July 23, 2018- OSHA Regional Office Staff members met with Steve Rank and Carla Coffman of the National Labor Relations Board (NLRB) to provide guidance and assign due dates for each of the project team members. Carla Coffman had submitted her presentation to the National Relations Board at the national level, and was awaiting final approval. Steve Rank mentioned that he was working on his portion of the presentation.

    • October 26, 2018- OSHA Regional Office staff members met with Steve Rank (Iron Workers), and Carla Coffman (NLRB) to discuss content and scripting of the video. The Office of Communications (OOC), and the Office of Training and Education (OTE) have pledged their continued support for this project through completion.

    Annual Ironworker Management Progressive Action Cooperative Trust (IMPACT) meeting – On December 11, 2018 Kim Stille, Regional Administrator Region VII spoke to 200 attendees of the Iron Workers annual IMPACT meeting held in Washington DC.

    The Iron Worker Video Project

    • This product will Increase supervisor, and acting supervisor awareness of their legal obligations to ensure jobsite safety.

    • Completion of a PowerPoint with presentations by OSHA, NRLB, and the Iron Workers
    • Prevention of exposure to electrical, falls, struck by, crushing, and welding hazards associated with steel erection.

    Iowa State Building and Construction Trades Council AFL- CIO – Two representatives of Iowa OSHA spoke to 45 attendees of the Iowa State Building and Construction Trades Council meeting.

    Trenching and Excavations, prevention of falls in construction, fatality statistics and, reduction, OSHA inspection process, local emphasis programs, cooperative programs, and consultation.

  9. Upcoming Milestones

    • April 9, 2019 – The First meeting of the implementation team scheduled for April 9, 2019. This meeting will address accomplishment of the work plan.
    • April 2019 - Review and approval of Iron Worker Video script by OSHA, NLRB, OOC, and the International Association of Iron Workers.
    • Date to be determined - Production of the Iron Worker video by DTE in collaboration with OOC featuring Kim Stille Regional Administrator, OSHA Region VII, Carla Coffman, National Labor Relations Board, and Steve Rank, International Association of Iron Workers.
