To provide Iowa Illinois Safety Council (IISC) members, Field Federal Safety and Health Council members, and others with information, guidance, and access to training resources that will help them protect employees' health and safety. Special emphasis has been directed toward distracted drivers in an effort to reduce and prevent texting and cell phone use.

Training and Education
On November 7 and 8, 2013 Iowa Governor's Safety & Health Conference, the Governor's Safety Conference was held at the Hotel at Kirkwood Center in Cedar Rapids, IA. The IISC set up a driving simulator for attendees to experience how distracted driving affected their performance. The Des Moines Area Office (DMAO) provided to IISC for participants the OSHA 3114 publication "Motor Vehicles - Safe Driving Practices for Employees," as well as Region VII struck-by materials. Approximately 400 attendees were reached during the event.
On April 23-25, 2014, the Iowa-Illinois Safety Council Annual Professional Development Conference and Expo was held at the Doubletree by Hilton Convention Center in Cedar Rapids, IA; over 500 safety and health professionals attended sessions focused on the importance of preventing injuries and illnesses. The Des Moines Area Office (DMAO) provided to IISC for participants the OSHA 3114 publication "Motor Vehicles - Safe Driving Practices for Employees," as well as Region VII struck-by materials.
In September 2012, the Iowa Illinois Safety Council established a new online streaming audiovisual library where members can borrow and stream safety videos for a small fee through the online service provided by Aurora Pictures. The member companies can utilize these videos for enhancing their training sessions for their employees. Videos related to the Alliance include: "Hang-up and Drive, the Jasey Goods' story"; "Winter Driving When The Rules Change" and "Distracted Driving At What Cost".
The Iowa Illinois Safety Council offers Defensive Driving Courses. Over the past year, bi-monthly classes were held allowing 184 participants to complete the Iowa State Patrol Defensive Driving class. Another 42 participants took 6-hour Defensive Driving class, and 201 other participants fulfilled the 4-hour Defensive Driving class.
The Iowa Illinois Safety Council provides a 4-hour Defensive Driving Transit class, for the Iowa Department of Transportation. During FY 2014, the classes were attended by 189 participants.
The Iowa Illinois Safety Council, and the National Safety Council, offers online training through via webinars, which are focused on the importance of preventing injuries and illnesses; following are included topics:
- Defensive Driving courses for Teen driver, Professional Truck Drivers, Commercial Van driver and emergency vehicle drivers.
- A 2-day instructor development course to be an effective trainer for our basic 4-hour defensive driving course
- Distracted Driving Webinar
- Motorcycle Driving Safety
- Employer Traffic Safety Program
Iowa Illinois Safety Council and the National Safety Council continued their partnership with Summit Training Source® in providing access to more than 100 safety and health training courses. Many of the courses are available in Spanish.
Outreach and Communication
The Iowa Illinois Safety Council IISC worked at nine (9) Employer S&H Fairs in FY2014, meeting with and /or having them drive the simulator a total of 1374 people. Traffic safety was the focus and participants obtain educational material relating to distracted driving and other on the job safety related materials; however, slips, trips, falls, and a variety of home and community safety issues were also addressed. These fares were held at the following dates, location, and number of employees who took a drive on the simulator.
The Iowa Illinois Safety Council publishes a monthly Newsletter reaching over 1900 members. This monthly newsletter focuses on various safety and health topics, and the importance of preventing injuries and illnesses. Articles related to the alliance included topics such as: "Speeding, a Deadly Issue For Teen Drivers"; "How Does a Teen Cross the Road? While Texting"; "Take Your Safety and Health Educational Programs to the Next Level - Help Minimize Crash Risk"; "April is National Distracted Driving Awareness Month"; "Teen Passenger Risk Increases While Traffic Deaths Continue to Drop, Report Says".
In addition to the Newsletter, Iowa Illinois Safety Council also publishes Safety Shorts; E-Connection Training Events; E-Connection Safety Solutions reaching over 1900 members.
Iowa Illinois Safety Council set up a Facebook page in August, 2009, for outreach and communication on the importance of preventing injuries and illnesses. The page has a weekly reach of 140 visits, and over 50,000 friends of fans. Status updates in 2013-3014 included Texting and Driving, Iowa's Texting and Driving law, Teen Driving Safety focusing on texting and driving, National Teen Driver Safety Week, the new proposed Iowa Graduated Drivers' Licensing bill, and driving home safe from prom. Also, included was Motorcycle Safety Forum through Iowa DOT, motorcycle safety tips from NHTSA, a link to the CDC study on Distracted Driving, Safe winter driving with a link to Iowa DOT on driving with snowplows, awareness during holiday driving, during Drive Safely Work Week a different topic each day, in the spring and fall a post on awareness of farm equipment movement on roadways.
As part of the Alliance the Des Moines Area Office shares the Iowa Illinois Safety Council newsletters, training e-mails and other information with Des Moines Area Office's 130 stakeholders via electronic mail and 50 Federal Stakeholders.

Promoting the National Dialogue on Workplace Safety and Health
Discussions of Struck-by Hazards and Distracted Driving for Advancement of Safety and Health with OSHA through FFSHC and Iowa/ Illinois Safety Council broad area networks were provided throughout the year.
Falls Stand Down Events occurred during the Summer of 2014 with material and verbal emphasis on the nation-wide problem of falls from heights.
Iowa Illinois Safety Council Facebook page continues to reach out nationally through posting on the importance of preventing injuries and illnesses. The page continues to maintain a monthly average of 240 + visits and 140 + friends. Status updates are continually provided through link information to the National Safety Council Driver Safety and Focus Driver websites promoting the national focus on distracted driving.
Through the Alliance, OSHA and the Iowa Illinois Safety Council (IISC) increased employer and employee access to safety and health information and training resources by focusing topics for safe driving.

- Upcoming Milestones
If all parties are in agreement, the Des Moines Area Office plans to form a new alliance with the Iowa Illinois Safety Council and the Des Moines Field Federal Safety and Health Council. The alliance will continue seeking ways to reach out and raise awareness among workers and employers about the hazards related to distracted driving and to address distracted driver issues.
