The Occupational Safety and Health Administration (OSHA) Little Rock Area Office, Southeast Arkansas
Human Resources, and the Arkansas OSHA Consultation Program recognize the value of establishing a
collaborative relationship to foster safer and more healthful American workplaces. OSHA, Southeast
Arkansas Human Resources, and the Arkansas OSHA Consultation Program hereby form an Alliance to
provide employers and employees with information, guidance, and access to training resources that
will help them protect employees’ having health and safety, particularly by reducing and preventing
exposure to fall hazards and addressing slips trips and falls and wearing personal protective
equipment (PPE) issues. In developing this Alliance, OSHA, the Arkansas OSHA Consultation Program,
and Southeast Arkansas Human Resources recognize that OSHA’s State Plan and Consultation Project
partners are an integral part of the OSHA national effort.
OSHA, Arkansas OSHA Consultation Program, and the Southeast Arkansas Human Resources will work
together to achieve the following training and education goals:
OSHA, the Arkansas OSHA Consultation Program, and Southeast Arkansas Human Resources will work
together to achieve the following outreach and communication goals:
- Develop training and education programs regarding youth safety and health issues or targeted to
employers who employ youth workers.
- Deliver or arrange for the delivery of machine guarding, falls, HAZCOM or other specific courses.
OSHA, Southeast Arkansas Human Resources, and the Arkansas OSHA Consultation Program will work
together to achieve the following goals related to promoting the national dialogue of workplace
safety and health:
- Develop and disseminate information through print and electronic media, including electronic tools
and links from OSHA’s, Southeast Arkansas Human Resources, and the Arkansas OSHA Consultation
Program Web sites.
- Speak, exhibit, or appear at the conference held in Pine Bluff, Arkansas.
- Share information on best practices, as jointly determined by OSHA and Arkansas Consultation
Program with Southeast Arkansas Human Resources, and employers of those students, with others in the
industry and publicize the results through outreach by Southeast Arkansas Human Resources, Arkansas
Consultation Program and through OSHA or Southeast Arkansas Human Resources developed training
programs and materials.
- Work with other Alliance participants on specific issues and projects on youth safety and health
programs that are addressed and developed through the Alliance Program.
- Encourage Southeast Arkansas Human Resources and employers of students to build relationships with
OSHA’s Regional and Area Offices to address health and safety issues, including youth safety and
OSHA’s Alliance provides parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s product or services.
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever Southeast Arkansas Human Resources, and the Arkansas OSHA Consultation Program leaders
- Develop and disseminate case studies illustrating the business value of safety and health and
publicize their results.
- Convene or participate in forums, round table discussion, or stakeholder meetings on youth safety
and health issues to help forge innovative solutions in the workplace or to provide input on safety
and health issues.
An implementation team made up of representatives of all organizations involved in the Alliance will
meet to develop a plan of action, determine working procedures, and identify the roles and
responsibilities of the participants. In addition the parties will meet at least quarterly to track
and share information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect until December 31, 2005. Signatories may terminate it for any
reason at any time, provided they give 30 days written notice. This agreement may be modified at
anytime with the concurrence of parties involved.
