  6. The U. S. Department of Labor’s (DOL) Occupational Safety and Health Administration (OSHA), Little Rock and Oklahoma City Area Offices, the Arkansas Department of Labor OSHA Consultation Service and the Consulate of Mexico in Little Rock, Arkansas, entered into an alliance which provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace health and safety.

  10. July 23, 2015 – Compliance Assistance Specialist (CAS) Mary Walter met with Mr. Victor Valtierra of the Mexican Consulate to discuss Labor Rights Week Events.

    September 4, 2015 – Area Director (AD) Carlos Reynolds, Little Rock Area Office and Area Director David Bates, Oklahoma City Area Office, Leon Jones, Arkansas Department of Labor, Director, and David Manuel Preciado Juarez, Consul of Mexico in Little Rock, Arkansas participated in the signing of the alliance between, OSHA, Arkansas Department of Labor with the Mexican Consulate. CASs Walter and Delucca and approximately 100 other persons also attended.

    September 12, 2015 – CAS Mary Walter and CSHO Dante Olmeda from the Little Rock Area Office attended the 205th Anniversary of Mexico’s’ Independence from Spain The Area Director and/or the CAS from the Little Rock Area Office visit the Consulate at least quarterly to deliver safety and health materials and discuss any new developing issues or regulations.

  12. Alliance Activities, Events and Products

    Training and Education - Outreach and Communication – CAS Walter invited representatives of the Mexican Consulate to attend the Worker Memorial Day Course on the new Recordkeeping Rule, offered by the University of Texas at Arlington on April 27, 2015.

    February 20, 2015 – Jorge Delucca, CAS from Oklahoma City Area Office, gave OSHA outreach, in Spanish, to 70 customers of the Mexican Consulate at Tulsa, Oklahoma. He explained their rights under the OSHA Act and gave cards on how to contact OSHA for questions or complaints, the “We Are OSHA we can Help” brochure, and contact information for Wage and Hour Division and Workers Compensation Commission in Oklahoma and Arkansas. He also provided the toll free number for EEOC.

    February 24, 25 & 26, 2015 – CAS Mary Walter from the Little Rock Area Office and CAS Jorge Delucca from the Oklahoma City Area Office attended the Mexican Mobile Consulate in Springdale, Arkansas. Ms. Walter and Mr. Delucca staffed a table displaying OSHA hazard information. Approximately 350 handouts covering multiple general industry and construction hazards were distributed to the attendees, including but not limited to information on fall protection, heat illness, hazards related to scaffolds and electrical hazards.

    March 3, 2015 – Jorge Delucca, CAS, provided OSHA outreach, in Spanish, to 65 customers of the Mexican Consulate at Oklahoma City. He gave short speeches about the mission of OSHA, Hispanic and Mexican on-the-job fatalities in FY 2013, and workers’ rights. He provided Spanish OSHA publications.

    March 10, 2015 – Jorge Delucca, CAS, provided OSHA outreach, in Spanish, to 35 customers of the Mexican Consulate at Oklahoma City. He gave short speeches about the mission of OSHA, Hispanic and Mexican on-the-job fatalities in FY 2013, and workers’ rights. He provided Spanish OSHA publications.

    March 18, 2015 – Jorge Delucca, CAS, provided OSHA outreach, in Spanish, to 130 customers of the Mexican Consulate at Tulsa, Oklahoma. He gave short speeches about the mission of OSHA, Hispanic and Mexican on-the-job fatalities in Fiscal Year 2013, and worker’s rights. He provided Spanish OSHA publications.

    April 10, 2015 – Jorge Delucca, CAS, provided outreach about OSHA and worker’s rights to 30 customers of the Mexican Consulate at Oklahoma City. He gave short speeches about the mission of OSHA, Hispanic and Mexican on-the-job fatalities in Fiscal Year 2013, and worker’s rights. He provided Spanish OSHA publications.

    April 14, 2015 – Jorge Delucca, CAS, provided outreach about OSHA and worker’s rights to 111 customers of the Mexican Consulate at Tulsa, OK. He gave short speeches about the mission of OSHA, Hispanic and Mexican on-the-job fatalities in Fiscal Year 2013, and worker’s rights. He provided Spanish OSHA publications.

    April 22 & 23, 2015 – CAS Mary Walter from the Little Rock Area Office and CAS Jorge Delucca from the Oklahoma City Area Office attended the Mexican Mobile Consulate in Springdale, Arkansas. Ms. Walter and Mr. Delucca staffed a table displaying OSHA hazard information. Approximately 420 handouts covering multiple general industry and construction hazards were distributed to the attendees, including but not limited to information on fall protection, heat illness, hazards related to scaffolds and electrical hazards.

    April 28, 2015 – Jorge Delucca, CAS, provided outreach, in Spanish, to 60 customers of the Mexican Consulate at Oklahoma City. He gave publications in Spanish on GHS, construction safety, We Are OSHA We Can Help, and contacts for Wage and Hour Division, Workers Compensation, and EEOC.

    April 28, 2015 – CAS Mary Walter, AD Carlos Reynolds and CSHO Dante Olmeda staffed a booth at the Worker Memorial Day Event at the Mexican Consulate in Little Rock, AR. Mr. Olmeda presented a talk and PowerPoint presentation in Spanish regarding worker deaths, OSHA's Mission, how to file a complaint and OSHA Inspection procedures. Approximately 375 handouts covering multiple general industry and construction hazards were distributed to the attendees, including but not limited to information on fall protection, heat illness, hazards related to scaffolds and electrical hazards.

    May 27, 2015 – Jorge Delucca, CAS, gave short speeches to 81 customers of the Mexican Consulate about OSHA and worker’s rights. He gave Spanish OSHA publications on fall protection, We Are OSHA We Can Help, GHS, cards on how to contact OSHA, and a sheet with contact information for Wage and Hour, Worker’s Compensation in Oklahoma and Arkansas, and EEOC.

    June 2, 2015 – Jorge Delucca, CAS, gave short speeches to 32 customers of the Mexican Consulate about OSHA and worker’s rights. He gave Spanish OSHA publications on fall protection, We Are OSHA We Can Help, GHS, cards on how to contact OSHA, and a sheet with contact information for Wage and Hour, Worker’s Compensation in Oklahoma and Arkansas, and EEOC.

    June 10, 2015 – Jorge Delucca, CAS, gave short speeches to 90 customers of the Mexican Consulate about OSHA and worker’s rights. He gave Spanish OSHA publications on fall protection, We Are OSHA We Can Help, GHS, cards on how to contact OSHA, and a sheet with contact information for Wage and Hour, Worker’s Compensation in Oklahoma and Arkansas, and EEOC.

    June 30 - July 1 & 2, 2015 – CAS Mary Walter with the Little Rock Area Office and CAS Jorge Delucca with the Oklahoma City Area Office participated in Labor Rights Week at the Mexican Consulate in Little Rock, Arkansas. OSHA publications in Spanish and English were provided to Mexican Consulate customers on various OSHA Safety and Health standards. Mr. Delucca gave several speeches in Spanish, explaining the rights of Mexican immigrant workers under OSHA regulations, and how to contact OSHA Area Offices for the purpose of obtaining information and how to file a safety complaint. Approximately 400 handouts covering multiple general industry and construction hazards were distributed to the attendees, including but not limited to information on fall protection, heat illness, hazards related to scaffolds and electrical hazards.

    July 15, 2015 – Jorge Delucca, CAS, provided OSHA outreach, in Spanish, to 75 customers of the Mexican Consulate at Oklahoma City. He gave several short speeches covering the mission of OSHA, Hispanic/Mexican occupational fatalities in the US, and worker’s rights.

    August 4 to 5, 2015 – Jorge Delucca, CAS, and representatives from DOL Wage and Hour Division (Jessica Parker and Jacob Valdez) provided customers with short speeches about the mission of OSHA and WHD, answered questions and provided Spanish publications. A total of 123 customers reached. August 12, 2015 – Jorge Delucca, CAS, and Renato Uribe, Whistle Blower Program Investigator, provided customers with short speeches about the mission of OSHA and answered questions and provided Spanish publications to 65 customers of the Mexican Consulate in Oklahoma City. Renato Uribe explained how the Whistle Blower Protection Program works and the rights of Mexican immigrants.

    August 12, 2015 – Jorge Delucca, CAS, and Renato Uribe, Whistle Blower Program Investigator, provided customers with short speeches about the mission of OSHA and answered questions and provided Spanish publications to 65 customers of the Mexican Consulate in Oklahoma City. Renato Uribe explained how the Whistle Blower Protection Program works and the rights of Mexican immigrants.

    August 31, 2015 – CAS Mary Walter with the Little Rock Area Office participated in the opening ceremonies of Labor Rights Week at the Mexican Consulate in Little Rock, Arkansas. Approximately 250 OSHA publications in Spanish and English were provided to Mexican Consulate customers on various OSHA Safety and Health standards.

    September 1, 2015 – Re-signing of alliance between OSHA (LRAO & OKCAO), Arkansas DOL & Mexican Consulate. Present: Carlos Reynolds LRAO-AD, David Bates, OCAO-AD, the Director of the Arkansas Department of Labor, and David Preciado-Consul of Mexico at Little Rock. Also present: Mary Walter- CAS, LRAO and Jorge Delucca-CAS, OCAO. Prior to the meeting, Jorge Delucca gave a speech, in Spanish to 20 customers of the Mexican Consulate about the mission of OSHA and issued Spanish publications.

    October 1, 2015 – Jorge Delucca, CAS, gave short speeches to 93 customers of the Mexican Consulate in Oklahoma City about the mission of OSHA and worker’s rights and provided Spanish OSHA publications.

    October 7, 2015 – Jorge Delucca, CAS, gave short speeches to 26 customers of the Mexican Consulate in Oklahoma City about the mission of OSHA and worker’s rights and provided Spanish OSHA publications.

    October 14, 2015 – Jorge Delucca, CAS, gave short speeches to 89 customers of the Mexican Consulate in Tulsa, Oklahoma, about the mission of OSHA and worker’s rights and provided Spanish OSHA publications.

    October 28 to 30, 2015 – Jorge Delucca, CAS, gave short presentations to 193 customers of the Mexican Consulate at Oklahoma City about the mission of OSHA and worker’s rights. He staffed a table with Spanish OSHA publications.

    November 3 to 5, 2015 – Jorge Delucca, CAS, gave short presentations to 381 customers of the Mexican Consulate at Oklahoma City about the mission of OSHA and worker’s rights. He staffed a table with Spanish OSHA publications.

    November 25, 2015 – Jorge Delucca, CAS, gave short presentations to 55 customers of the Mexican Consulate at Oklahoma City about the mission of OSHA and worker’s rights. He staffed a table with Spanish OSHA publications.

    December 3, 2015 – Jorge Delucca, CAS, gave short presentations to 55 customers of the Mexican Consulate at Oklahoma City about the mission of OSHA and worker’s rights. He staffed a table with Spanish OSHA publications.

    January 7 to 8, 2015 – Jorge Delucca, CAS, gave short presentations to 119 customers of the Mexican Consulate at Oklahoma City about the mission of OSHA and worker’s rights. He staffed a table with Spanish OSHA publications.

    January 15, 2015 – Jorge Delucca, CAS, gave short speeches to 105 customers of the Mexican Consulate in Tulsa, Oklahoma, about the mission of OSHA and worker’s rights and provided Spanish OSHA publications.

    February 10, 2015 – Jorge Delucca, CAS, staffed a booth with OSHA Spanish publications at the Mexican Consulate in Tulsa, Oklahoma. He gave two short speeches, in Spanish, to 97 customers, explaining the mission of OSHA, statistics on Hispanic and Mexican worker deaths on the job, and Worker Rights.

    February 17, 2015 – Jorge Delucca, CAS, gave short presentations to 173 customers of the Mexican Consulate at Oklahoma City about the mission of OSHA, statistics on Hispanic and Mexican worker deaths on the job, and Worker Rights. He staffed a table with Spanish OSHA publications.

    Promoting the National Dialogue on Safety and Health – CAS Walter periodically emailed safety blasts and other related safety and health information to the staff at the Mexican Consulate. Jorge Delucca emails the latest BLS statistics on Mexican worker fatalities on-the-job to the Consul of Protection.

  3. Upcoming Milestones
  4. Activities will continue by both the Little Rock Area Office and the Oklahoma City Area Office personnel. The Little Rock Area Office continues to assist and provide information to the Consulate whenever a death of a Mexican National occurs within our States. Labor Rights Week at the Consulate is attended by representatives from both the Little Rock Area Office and the Oklahoma City Area Office.
