    Alliance Overview:

    The U. S. Department of Labor’s (DOL) Occupational Safety and Health Administration (OSHA), Little Rock and Oklahoma City Area Offices, and the Consulate of Mexico in Little Rock, Arkansas, entered into an alliance which provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace health and safety.

  3. Implementation Team Meetings
  4. February 18, 2011.  The official signing of the alliance took place between the Consulate of Mexico in Little Rock, Arkansas and both the Little Rock Area and the Oklahoma City Area Offices.  Signees were Carlos Reynolds, Area Director, Little Rock Area Office, David Bates, Area Director for the Oklahoma City Area Office and Andres Chao, Consul of Mexico in Little Rock.  One-hundred and twenty-five persons attended the signing of the alliance.

    May 21, 2011.   Mary Walter, Little Rock Area Office CAS and Jorge Delucca, Oklahoma City Area Office CAS attended and participated in the Mexican Mobile Consulate in Springdale, Arkansas.  Pamphlets, brochures, Quick Cards in Spanish and a document explaining the complaint process in Spanish were distributed.  Approximately 300 were present.

    July 6, 2011.  CAS Jorge Delucca participated in the Mexican Mobile Consulate in Oklahoma City, OK.  Pamphlets, brochures, Quick Cards in Spanish and a document explaining the complaint process in Spanish were distributed.  Approximately 400 persons were present.

    August 29, 2011.  Mary Walter, Little Rock Area Office CAS and Jorge Delucca, Oklahoma City Area Office CAS attended and participated in Labor Rights Week at the Consulate of Mexico in Little Rock, Arkansas.  The Area Director for Little Rock, Carlos Reynolds, also attended the event.  The OSHA Booth displayed available informational brochures and Quick Cards as well as complaint forms in Spanish.  These and other items were distributed to the attendees daily for the entire week.  CAS Walter created a Spanish/English PowerPoint covering OSHA’s mission and how to file a complaint.  This PowerPoint ran in a continuous loop throughout the week.  Also on August 29, 2011, Jorge Delucca participated in a radio interview which reached approximately 50,000 persons.

    October 2 – 3, 2011.  CAS Jorge Delucca participated in the Mexican Mobile Consulate in Oklahoma City, OK.  Pamphlets, brochures, Quick Cards in Spanish and a document explaining the complaint process in Spanish were distributed.  Approximately 200 were present.

    October 22, 2011.  Mary Walter, Little Rock Area Office CAS and Jorge Delucca, Oklahoma City Area Office CAS attended and participated in the Mexican Mobile Consulate in Springdale, Arkansas.  Pamphlets, brochures, Quick Cards in Spanish and a document explaining the complaint process in Spanish were distributed.  Approximately 250 were present. CAS Jorge Delucca was interviewed by radio host Margarita Felix of Z95.7 FM about services provided by OSHA, especially if the immigration status of the workers would be an issue.  He explained that immigrations status is not a concern for OSHA that the labor laws apply to all regardless of their status.

    The Area Director and/or the CAS from the Little Rock Area Office visit the Consulate at least quarterly to deliver safety and health materials and discuss any new developing issues or regulations.

    Alliance Activity and Products:

    • Training and Education - Mary Walter, CAS with the Little Rock Area Office created a PowerPoint in both Spanish and English which covered OSHA’s mission, how and how to file a complaint and what happens during an inspection.
    • Outreach and Communication – CAS Mary Walter, Little Rock Area Office and CAS Jorge Delucca participated in the Mexican Mobile Consulates in Springdale, Arkansas and CAS Jorge Delucca participated in the Mexican Mobile Consulates in Oklahoma during the evaluation period.  Distribution of OSHA Quick Cards and brochures in Spanish.
    • Promoting the National Dialogue on Safety and Health – See below.

  9. Upcoming Milestones
  10. Activities will continue by both the Little Rock Area Office and the Oklahoma City Area Office personnel. Mobile Consulates are held quarterly and attended by separately or by both CASs and Area Directors.

    The Little Rock Area Office continues to assist and provide information to the Consulate whenever a death of a Mexican National occurs within our States.
