    Alliance Overview.

    The U. S. Department of Labor’s (DOL) Occupational Safety and Health Administration (OSHA), Little Rock and Oklahoma City Area Offices, and the Consulate of Mexico in Little Rock, Arkansas, entered into an alliance which provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace health and safety.

  2. Implementation Team Meetings

    March 1, 2012. Carlos Reynolds, Little Rock Area Director received an email from Mr. Del Moral with the Mexican Consulate regarding compensation for injuries sustained by a Hispanic Worker. CAS Mary Walter called Mr. Del Moral, and provided him with the number of the Legal Advisors Division of Arkansas Workers Compensation Commission.

    May 19, 2012. The Little Rock Area Office, Northwest Arkansas Community College and the Hispanic Contractors of Texas (HCAT) put on an OSHA 10-Hour Marathon at the Northwest Arkansas Community College in Bentonville, Arkansas. This event was brought to Arkansas for the benefit of the Mexican Nationals working within the state in the Construction Industry and was advertised to their constituents by both the Mexican Consulate and the Northwest Arkansas Worker Justice Center. Classes were presented in both English and Spanish. Instructors from OSHA who participated were CAS Mary Walter and CAS David Trigg from the Little Rock Area Office, CAS Elias Vela from the Dallas Area Office and CAS Jorge Delucca from the Oklahoma City Area Office. David Bates, Area Director from the Oklahoma City Area Office was also present as one of the volunteer helpers.

    June 24, 2012. CAS Mary Walter, Little Rock Area Office and a representative from the Mexican Consulate participated at the St. Joseph’s Health Fair in Springdale, Arkansas. The health fair was geared toward the Hispanic community. Heat Stress posters and Fall Protection information was distributed in Spanish and in English, along with quick cards and other informational materials on a variety of subjects.

    July 14, 2012. Jorge Delucca, Oklahoma City Area Office CAS attended and participated in the Mexican Mobile Consulate in Tulsa, Oklahoma. Mr. Delucca explained OSHA’s mission and that the Department of Labor/OSHA are not concerned with the immigration status of workers; if they work in the United States they are protected by Department of labor regulations. Pamphlets, brochures, Quick Cards in English and Spanish were available regarding heat illness prevention and falls in construction campaign and other safety and health related materials.

    August 4, 2012. Jorge Delucca, Oklahoma City Area Office CAS attended and participated in the Mexican Mobile Consulate in Oklahoma City, Oklahoma. Mr. Delucca explained OSHA’s mission and that the Department of Labor/OSHA are not concerned with the immigration status of workers; if they work in the United States they are protected by Department of labor regulations. Pamphlets, brochures, Quick Cards in English and Spanish were available regarding heat illness prevention and falls in construction campaign and other safety and health related materials.

    August 27, 2012. Jorge Delucca, Oklahoma City Area OSHA Office CAS, Carlos Reynolds, Area Director, Little Rock Area OSHA Office and David Bates, Area Director for the Oklahoma City Area OSHA Office attended and participated in the opening ceremonies of the Labor Rights Week at the Consulate of Mexico in Little Rock, Arkansas. Both Mr. Reynolds and Mr. Bates were interviewed for a television news segment. The OSHA Booth at the Mexican Consulate displayed available informational brochures and Quick Cards regarding Heat Illness prevention and OSHA’s campaign to prevent falls in construction as well as complaint forms in Spanish. These and other items were distributed to the attendees daily for the entire week. Mr. Delucca presented worker fatality statistics for FY 2010 including 707 Latino deaths.

    August 28, 2012. CAS Mary Walter, Little Rock Area Office and CAS Jorge Delucca, Oklahoma City Area Office, manned a booth at the Mexican Consulate in Little Rock, Arkansas on the second day of Labor Rights Week. The OSHA Booth at the Mexican Consulate displayed available informational brochures and Quick Cards regarding Heat Illness prevention and OSHA’s campaign to prevent falls in construction as well as complaint forms in Spanish.

    August 29-31, 2012. CAS Mary Walter, Little Rock Area Office, manned a booth at the Mexican Consulate in Little Rock, Arkansas for the remainder of Labor Rights Week. The OSHA Booth at the Mexican Consulate displayed available informational brochures and Quick Cards regarding Heat Illness prevention and OSHA’s campaign to prevent falls in construction as well as complaint forms in Spanish

    September 2012. CAS Jorge Delucca, Oklahoma City Area Office attended and participated in the Mexican Mobile Consulate in Tulsa, Oklahoma.     The Area Director and/or the CAS from the Little Rock Area Office visit the Consulate at least quarterly to deliver safety and health materials and discuss any new developing issues or regulations.

    • Outreach and Communication - CAS Mary Walter, Little Rock Area Office, and CAS Jorge Delucca participated in the Mexican Mobile Consulates in Springdale, Arkansas. CAS Jorge Delucca participated in the Mexican Mobile Consulates in Oklahoma on three occasions during the evaluation period. Distribution of OSHA Quick Cards and brochures in Spanish.
    • CAS Mary Walter visits the Mexican Consulate to distribute new publications in Spanish as they are received.

  5. Upcoming Milestones

    Activities will continue by both the Little Rock Area Office and the Oklahoma City Area Office personnel. Mobile Consulates are held quarterly and attended separately or by both CASs and Area Directors.

    The Little Rock Area Office continues to assist and provide information to the Consulate whenever a death of a Mexican National occurs within our States.

    Labor Rights Week at the Consulate will again be attended by representatives from both Area Offices.
