Alliance -- An OSHA Cooperative Program<< Back to Region VI


The Occupational Safety and Health Administration (OSHA) and Houston Area Safety Council (HASC), recognizes the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and HASC hereby form an Alliance to provide HASC members and others with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to Diverse Workforce Groups in the construction and general industry.

OSHA and HASC will also work together to achieve the following training and education goals:

  • Work with OSHA to provide expertise in developing and delivering training and education programs designed to educate Diverse Workforce Groups on the navigating the OSHA website in order to identify any and all Hispanic Outreach resource and training materials and to provide expertise in communicating such information to employers and employees in the industry.
  • Work with OSHA to provide expertise in developing and delivering hazard recognition training and education programs designed to educate Diverse Workforce Groups on the focus-four hazards and to provide expertise in communicating such information to employers and employees in the industry.
  • Deliver or arrange for the delivery of courses designed to prevent injuries and illnesses related to the construction industry including the value of comprehensive safety and health programs.

OSHA and HASC will work together to achieve the following outreach and communication goals:

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the HASC's web sites) to employers and employees in the all industries on Divers Workforce Issues regarding Occupational Safety and Health.
  • Speak, exhibit, or appear at HASC's conferences, forums, local meetings, or other local safety and health conferences and seminars.
  • Promote and encourage HASC's member's worksite participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Challenge, Consultation, and the Safety and Health Achievement Recognition Program. In addition, they will act as facilitators to members that aspire to excellence in health and safety for their worksites.

OSHA and HASC will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Convene or participate in forums, round table discussions, or stakeholder meetings on Diverse Workforce trends in the construction, and general industries issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health.  These Alliances have proved to be valuable tools for both OSHA and its Alliance participants.  By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford the opportunity for representatives of the Occupational Safety and Health Houston Area offices to participate as well. 

This agreement will remain in effect for two years from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.
