    3. Overview:

      The Alliance with the Consulate General of the Philippines was established to facilitate fostering cooperative relationships for such purposes as, training and education, outreach and communication, and promoting a national dialogue on workplace safety and health.

      The Participants intentions are to establish a collaborative relationship to provide Filipino workers information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

    Training and Education

    Region VI:

    • Baton Rouge Area Office (BRAO) Compliance Safety and Health Officer attended a consular outreach service that was hosted by the Philippine Consulate in Chicago. The event was held on January 28, 2017, at the Christ United Methodist Church located in Shreveport, Louisiana. The BRAO Compliance Safety and Health Officer spoke to a group of approximately 100 Filipino and Filipino-Americans, regarding the OSHA Act, OSHA's mission, employers responsibility to provide a safe and healthful work environment, as well as the employees 11C rights. Additionally, the BRAO Compliance Safety and Health Officer provided attendees OSHA Quick Cards and Fact Sheets, and answered the attendees' questions.
    • Little Rock Area Office Area Director attended a consular outreach service, that that was hosted by the Philippine Consulate in Chicago. The event was held on March 25, 2017 at the Southwest Community Center, located in Little Rock, Arkansas. The Little Rock Area Office Area Director spoke to a group of approximately 90 Filipino and Filipino-Americans, regarding the OSHA's reporting requirements, machine guarding, hazardous communication program, lockout / tagout program, housekeeping and proper use of personal protective equipment. The Area Director also provided attendees with a summary of fatal accidents occurring in the State of Arkansas, as well as an overview of OSHA's electronic tools, National/Regional/Local Emphasis Programs, as well as upcoming OSHA initiatives, such as the Fall Stand Down. Additionally, attendees were provided OSHA Quick Cards and Fact Sheets.
    • The Oklahoma City Area Office Compliance Assistance Specialist (CAS) attended a Consular outreach service at the Victory Church, located in Tulsa, Oklahoma that was comprised of over 50 attendees. The CAS staffed a booth where he distributed OSHA outreach publications and answered Filipino-American workers' questions regarding various occupational safety and health issues, as well as employee rights. Additionally, the CAS spoke to several groups about OSHA's mission, employers' responsibility to provide a safe and healthful work environment, as well as the employees' 11C rights.

    Region V:

    • On August 30th and August 31st 2017, the Chicago Regional Office presented for the consulate office information regarding OSHA's mission and the inspection process, as well as various OSHA publications which included educational brochures, pamphlets and training materials. The publications and information provided were made available at the consulate for distribution throughout the year. The events comprised over 100 attendees for both days.

    Outreach and Communication

    Region VI:

    • The Baton Rouge Area Office provided information regarding OSH Act, employer/employees' rights and responsibilities, as well educational brochures, pamphlets and training materials. The publications and information provided were made available at the consulate for distribution throughout the year.
    • The Little Rock Area Office provided information regarding OSHA's initiatives, programs and mission, as well as various OSHA electronic tools and publications, which included educational brochures, pamphlets and training materials. The publications and information provided were made available at the consulate for distribution throughout the year.
    • The Oklahoma City Area Office provided information regarding OSHA's mission and the inspection process, as well as various OSHA publications which included educational brochures, pamphlets and training materials. The publications and information provided were made available at the consulate for distribution throughout the year.

    Region V:

    • On August 30th and August 31st 2017, the Chicago Regional Office presented for the consulate office information regarding OSHA's mission and the inspection process, as well as various OSHA publications which included educational brochures, pamphlets and training materials. The publications and information provided were made available at the consulate for distribution throughout the year. The events comprised over 100 attendees for both days.

    Promoting the National Dialogue on Safety and Health

    • The OSHA Regional Offices conducted a tele-conference with the Deputy Consular General on July 20, 2017. The Deputy Consul General was provided updates on upcoming OSHA initiatives and outreach activities. The group discussed the Consulate's upcoming labor rights week outreach events, as well as potential publications that may be focused on for translation.
    • The OSHA Regional Offices worked with the Consulate to develop a translated work product of OSHA's Job Safety and Health−It's the Law poster in the Tagalog language. It was featured on OSHA's QuickTakes September newsletter. The OSHA regional offices and the consulate will continue to work together on identifying important OSHA materials that should be made available to Filipino workers.
    • Region VI and V have planned to hold an additional teleconferences to continue to provide a focus on information of interest to Consular groups, and Philippine workers.
  4. Results

    Through the joint efforts of the Alliance, the Consulate General of the Philippines now has greater access to OSHA outreach information and publications for Filipino-Americans that are located in Region V/VI, in addition to an increased awareness of OSHA's continued efforts to reach at-risk workers.

  5. Upcoming Milestones

    The Alliance plans to reestablish its collaborative efforts and continue towards meeting the goals and initiatives for the next evaluation year. Additionally, the group aims to provide a continued focus on establishing and revaluating strategic goals and initiatives for the follow-on period of the Alliance.

    Additionally, the group will continue to develop opportunities to participate in upcoming outreach activities as well as examine strategies that aim to continually improve Filipino-Americans knowledge of occupational safety and health.

    As resources permit, OSHA Regions V/VI will continue to support consular outreach activities in Indiana, Minnesota, Ohio and Michigan, as well as in Arkansas, Louisiana and Oklahoma. Additionally, Regions V/VI will jointly continue to:

    • Promotion of occupational safety and health for the Filipino-Americans community in Region V/VI..
    • OSHA participation in mobile consulate events.
    • OSHA participation in consulate activities during the year.
