    3. Overview:

      The Alliance with the Consulate General of the Philippines was established to facilitate fostering cooperative relationships for such purposes as, training and education, outreach and communication, and promoting a national dialogue on workplace safety and health.

      The Participants intentions are to establish a collaborative relationship to provide Filipino workers information, guidance, and access to education and training resources to promote workers’ rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

    Training and Education

    Region VI:

    • The Baton Rouge Area Office (BRAO) Area Director attended a consular outreach service that was hosted by the Philippine Consulate in Chicago, and was held at Our Lady of Mercy Parish Activity Center, Baton Rouge, Louisiana. The BRAO Area Director spoke to a group of approximately 200 Filipino and Filipino-Americans, regarding the OSH Act, employer/employees’ rights and responsibilities, as well as OSHA functions and services. Additionally, the BRAO Area Director provided consular outreach service attendees OSHA Quick Cards and Fact Sheets, and answered the attendees’ questions.
    • The Oklahoma City Area Office Compliance Safety and Health Officer (CSHO) attended a Consular outreach service at the St. Eugene's Church located in Oklahoma City, Oklahoma that was comprised of over 200 attendees. The CSHO staffed a booth where he distributed OSHA outreach publications and answered Filipino-American workers’ questions regarding various occupational safety and health issues, as well as employee rights. Additionally, the CSHO spoke to several groups of twenty-five to thirty-five Filipinos workers, answering questions regarding OSHA’s mission and the inspection process.

    Region V:

    • The Michigan Area Office participated in a Consular outreach service that was hosted by the Philippine Consulate in Chicago, and was held at the Philippine American Community Center Michigan (PACCM) in Southfield, Michigan. A Compliance Safety and Health Officer (CSHO) presented on OSHA’s worker rights to a group of approximately 100 Filipino and Filipino-American workers. Workers’ questions regarding various safety and health issues in their workplaces were answered.
    • The Chicago Regional office coordinated with the Minnesota OSHA Consultation Program to provide assistance for a mobile consular outreach service event that took place at the Philippine Center of Minnesota in Maplewood, Minnesota. The Consultation Director presented on the OSH Act, employer/employees’ rights and responsibilities, as well as OSHA functions and services.
    • The Cleveland Area Office participated in a Consular outreach service that was held at the Philippine American Civic and Cultural Center in Parma, Ohio. An Assistant Area Director presented on OSHA’s worker rights to a group of approximately 50 Filipino and Filipino-American workers. Workers’ questions regarding various safety and health issues in their workplaces were answered.
    • The Chicago Regional office coordinated with the Kansas City Regional office to provide assistance for a mobile consular outreach service event that took place at the First Christian Church, in Des Moines, Iowa. A Compliance Safety and Health Officer (CSHO) presented on the OSH Act, employer/employees’ rights and responsibilities, as well as OSHA functions and services.

    Outreach and Communication

    Region VI:

    • The Baton Rouge Area Office provided information regarding OSH Act, employer/employees’ rights and responsibilities, as well educational brochures, pamphlets and training materials. The publications and information provided were made available at the consulate for distribution throughout the year.
    • The Oklahoma City Area Office provided information regarding OSHA’s mission and the inspection process, as well as various OSHA publications which included educational brochures, pamphlets and training materials. The publications and information provided were made available at the consulate for distribution throughout the year.

    Region V:

    • The Chicago Regional Office invited the consulate to an outreach event hosted by the White House Initiative on Asian Americans and Pacific Islanders. The event consisted of a roundtable where various federal agencies presented on the services and programs offered by their agencies. The OSHA Assistant Regional Administrator for Cooperative and State Programs presented on worker rights and answered workers’ questions regarding various safety and health issues in their workplaces.
    • The Chicago Regional Office has provided the consulate with OSHA publications which included educational brochures, pamphlets and training materials. The publications and information provided by compliance assistance are made available at the consulate for distribution throughout the year.

    Promoting the National Dialogue on Safety and Health

    • The OSHA Region VI Office conducted a tele-conference with the Deputy Consular General on July 07, 2015. The Deputy Consul General was provided updates on OSHA initiatives, upcoming and activities. The group discussed the Consulate’s potential participation in events scheduled for the Baton Rouge, Louisiana and Oklahoma City, Oklahoma areas.
    • Region VI and V have planned to hold an additional teleconference which is scheduled for mid-April 2016 for the purpose of discussing the work plan to facilitate the Alliance renewal, with an emphasis on evaluating achievement of past goals, and development of new goals and initiatives.
  4. Results

    Through the joint efforts of the Alliance, the Consulate General of the Philippines now has greater access to OSHA outreach information and publications for Filipino-Americans that are located in Region V/VI, in addition to an increased awareness of OSHA’s continued efforts to reach at-risk workers.

  5. Upcoming Milestones

    The Alliance plans to reestablish its collaborative efforts and continue towards meeting the goals and initiatives for the next evaluation year. Regions V/VI plan to work with the Consulate General of the Philippines to renew its Alliance in May 2016. Additionally, with the Alliance renewal, the group aims to provide a continued focus on establishing and revaluating strategic goals and initiatives for the follow-on period of the Alliance.

    Region VI discussed the Consulate’s potential participation in the upcoming OSHA Worker Memorial Day activities scheduled for April 28, 2016. Additionally, the group will continue to develop opportunities to participate in upcoming outreach activities as well as examine strategies that aim to continually improve Filipino-Americans knowledge of occupational safety and health.

    OSHA Regions V/VI will continue to support consular outreach activities in Indiana, Minnesota, Ohio and Michigan, as well as in Louisiana and Oklahoma. Additionally, Regions V/VI will jointly continue to:

    • Promotion of occupational safety and health for the Filipino-Americans community in Region V/VI.
    • OSHA participation in mobile consulate events.
    • OSHA participation in consulate activities during the year.
