    Alliance Overview:

    The purpose of the Alliance is to provide Project BEST (Building Efficiency by Striving Together) and its members with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to Occupational Safety and Health Administration’s (OSHA) four focus hazards.

    Implementation Team Members:

    In 2013, Project BEST hired Tyrone Lollini, Safety consultant, to replace their previous safety consultant. Mr. Lollini brings over two decades of safety experience in private industry to Project BEST. Lisa Goodnight, Administrator for Project BEST, maintains tracks and manages the safety education classes taught by Project BEST. Other members include Joe Miller, Construction Trades and Co-Chairman of Project BEST and Co-Chairman of BEST’s Safety Committee, Tom Cerra, Co-Chairman of Project BEST and BEST’s Safety Committee, Prentice Cline, Charleston Area Office (CHAO) Area Director, Carla Campbell, OSHA Consultation Administrator, and Richard Jeffrey, CHAO Compliances Assistance Specialist (CAS).

  2. Implementation Team Meetings

    Project BEST and the Charleston Area Office maintain close relations and meet monthly at Project BEST Safety Committee Meetings and Board of Director’s meetings. In addition there are separate meetings with Ty Lollini and other BEST members for special projects, answering technical questions, interpreting OSHA policies, and to discuss BEST’s Alliance objectives on training issues. This does not include informal telecommunications between Mr. Lollini and CHAO’s Compliance Assistance Specialist.

  3. Activities and Products

    Evaluation Period.

    Alliance Activity.

    • Training and Education

      The Project BEST Alliance continues to promote and assist its member contractors and unions with the initiation and maintenance of pro-active safety and health intervention programs based on OSHA’s 1989 Safety and Health Management Guideline. The issuance and discussions of these Voluntary Guidelines with participating members is a primary course of action for the prevention of accidents and to address the Focus Four Hazards in construction. Formal safety training programs, with specific topics, and OSHA 10-hour and 30-hour courses, complement the goal of reducing injuries and are run annually. Approximately 6,000 trades’ personnel and approximately 400 contractors are affected.

      BEST implemented a new Campaign, Safe/14 Campaign. Safe/14 will be the foundation of Project BEST‘s 10 and 30 hour safety training programs. In addition, renewed efforts have been implemented to reinforce all safety training and to advise members of accidents and National fatality trends. BEST continues to support the CHAO and disseminate information on OSHA Campaigns and other safety/health topics through monthly safety bulletins. During this evaluation period, BEST has added weekly safety bulletins to further enhance safety communication. This came out of the Safe/14 campaign.

      Project BEST Board of Directors (labor organizations and contractor representatives) meet monthly with safety and health training issues always on the agenda.

      • BEST’s safety consultant provided 36 site visits during this evaluation period providing consultation and training visits to both labor and management at the jobsite. Twelve were formal audits based on BEST’s new Consultation Audit Safety and Health Program.
      • The "10 and 30 Hour Construction Outreach Training Program" provided training to 167 participants during this evaluation period.
    • Outreach and Communication
      • OSHA representation and attendance to BEST’s monthly safety committee meetings and BEST’s Board of Directors meetings.
      • During BEST’s safety committee meetings, OSHA made presentations or was involved in discussions on heat stress, construction statistics, residential fall protection updates, most frequently cited standards in construction, safety program elements, oil and gas, tree trimming, OSHA’s Fall Prevention Stand-Down, competent person, youth, temporary workers and the new Global Harmonized System (GHS).
      • Project BEST continues to provide 10 and 30 hour OSHA Construction Classes to contractor and union employees.
      • Project BEST’s consultant works directly with CHAO and requests input on BEST’s program ideas and review of new or enhance documents for training and communication.
    • Alliance Products
      • Formal classroom training and education provided to bargaining unit and non-bargaining employees
      • Continued development and use of 18 training program areas developed by BEST and its Consultant. During this evaluation period, one new program, Work Zone Safety, was added. BEST’s previous steel erection guide was improved and revised and is now called, Contractor Guide to Steele Erection.
      • New training publication introduced. Conducting the Tailgate Safety Meeting. It’s a 15 page document with general information ranging from various toolbox safety topics to a sign-in sheet. Subjects include preparation, timing, resources, how to conduct effective tailgate safety meetings and suggestions for various visual aids. Employers and employees will receive training on the publication.
      • Project BEST supports the local Area Office by inclusion of brief articles written by the CHAO CAS for their monthly and now weekly safety messaging. During this evaluation period articles have included, Heat Stress, Fall Protection, Youth Workers Training, and OSHA’s Fall Protection Stand down.
      • As part of the Safe/14 Campaign, there are now weekly as well as monthly and quarterly safety bulletins being sent to contractors and trades unions.
      • Safety and health inspection checklist developed for supervisors and lead persons.
      • March 2013 the Safety and Health Program Consultation Audit was implemented. One audit of a contractor was performed each month with contractor receiving a copy.
  4. Results

    • BEST continues to use the Fall Protection Program developed and used over the last couple of years and has to date developed a total of 18 safety training programs (written programs) of which several have been developed during the tenure of the alliance agreement.
    • 187 participants were formally trained in BEST’s programs.
    • Ongoing training provided to supervisors and employees on Drug-Free Workplace.
    • Ongoing OSHA 10 and 30 hour training provided.
    • Safety & Health Program Consultation Audits were performed.
    • The Charleston Area Office’s CAS attended and provided 10 presentations on OSHA emphasis programs and campaigns to BEST’s safety committee and BEST’s Board of directors.

    There have not been any critical issues in the implementation of the safety programs.

  5. Upcoming Milestones

    The Charleston Area Office and Project BEST’s Board of Directors mutually agree to renew the Alliance for a period of two years, extending the agreement to 2016. The CHAO and Project BEST are pleased with the cooperation and working relationship to bring Project BEST Member’s employees access to training.

    Contractor safety and health management programs and enhanced training continue to be the highest priority for the Organization. Project BEST’s training programs continue to be reviewed and improved as noted by new pamphlets used and distributed to employers and employees as related to the 10/30 hour OSHA classes and weekly safety bulletins.

    Project BEST's consultant completed and implemented the new safety inspection Checklist. Employers and unions were provided copies. The safety committee believes this will be an enhancement for employers, supervisors, employees and jobsite competent persons.
