It should be noted that the OSHA program is delivered in 40 percent of the Nation's workplaces by the 25 States that operate OSHA-approved State plans. As OSHA's partners, the States will continue to be actively involved in the "change" process. The States will be encouraged to adopt similar policies but also may choose to experiment with other alternatives.
