    3. Overview

      The Alliance with the Louisiana Associated General Contractors (LAGC) was established to create a collaborative relationship to foster safer and more healthful workplaces. The goals of the Alliance are to be achieved through sharing information, providing guidance, and access to training resources to protect employees' health and safety. Particular focus is to be paid to reducing and preventing exposure to struck-by, falls, caught-in-between and electrical hazards, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

      The LAGC is a statewide, full-service construction trade association representing about 800 general contractors, subcontractors, suppliers and service firms throughout Louisiana. Formed in 1949, LAGC is one of 101 chapters of the 33,000-member Associated General Contractors of America, headquartered in Washington, D.C.

      The LAGC Safety Committee is responsible for continually updating the membership on any new or revised standards and regulations, to provide oversight and review on all LAGC safety training, and to maintain the Alliance with OSHA. The LAGC Safety Committee comprises a large concentration of area contractors and safety professionals, and through the Alliance has a mission of supporting the industry through outreach efforts

  2. Implementation Team Meetings

    The Safety Committee members and officers meet during monthly safety committee meetings to discuss the progress of the Alliance and topical information covering industry's safety and health concerns. The monthly meetings commonly feature a selected safety and health topic relevant to the group. Alliance activities are planned and coordinated at the monthly meetings. OSHA representation normally provides an update presentation and fields a variety of questions from industry professionals regarding regulatory implementation and compliance.

    Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives:
    • To share information on OSHA's National /Regional/Local Emphasis Program, Regulatory Agenda, and opportunities to participate in the rulemaking process.
    • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
    • To convene and participate in forums, roundtable discussions, or stakeholder meetings on construction and industrial contractor safety and health issues to help forge innovative solution sin the workplace or to provide input on safety and health issues.
    • To encourage worker participation in workplace safety and health by organizing a forum aimed at worker outreach whereby ideas and information can be exchanged.

    Training and Education:
    • To develop effective training and education programs for construction and industrial contractors regarding building and maintenance issues, and to communicate such information to constituent employers and workers.
    • To develop effective training and education programs for contractors to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

    Speech / Presentation LAGC representatives, along with an industrial hygienist traveled to AGC quarterly meetings throughout the state to discuss provisions of the new silica standard.     • To develop information on the recognition and prevention of workplace hazards, and to develop way of communication such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and LAGC web sites) to employers and workers in the industry.
    • To work with other Alliance participants on specific issues and projects on construction and industrial maintenance safety and health issues that are addressed and developed through the Alliance Program.

  4. Evaluations

    • The LAGC membership was severely impacted by catastrophic flooding from an extended period of rain throughout South Louisiana, August 12, 2016 through August 22, 2016. Despite the numerous setbacks and hardships caused by the event, the Alliance resumed activities during the evaluation period, continuing to focus on training and education along with outreach and communication.
  5. Upcoming Milestones

    • Approximately one hundred employees are expected to be trained at the LAGC office in Baton Rouge in the coming year. The training is a result of a partnership developed between the LAGC and the University of Texas, Arlington (UTA), OSHA Training Institute (OTI).
    • LAGC safety committee has recommended that a safety consultant be retained for the Chapter. The consultant would be utilized as internal resource for LAGC staff and members. The recommendation is pending approval of the board of directors.
    • Renewal of the current Alliance agreement.
