The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Baton Rouge Area Office and The Louisiana Forestry Association and The Louisiana Logging Council recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and The Louisiana Forestry Association and The Louisiana Logging Council hereby form an Alliance to provide The Louisiana Forestry Association and The Louisiana Logging Council members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to struck-by, falls, caught-in-between and other environmental hazards and addressing logging safety and health issues, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In developing this Alliance, OSHA and The Louisiana Forestry Association and The Louisiana Logging Council recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

In addition to these formal meetings, the Alliance members maintained regular contact throughout the reporting period to monitor the Alliance's progress, current events, and results to address industry needs.
Events and Products
Training and Education
Provide Safety Education – Using the most recent OSHA update to the logging contractors. They are made aware of OSHA logging regulations and their responsibility for training employees. The course gives the contractors the tools necessary to train personnel in logging safety. Breakout sessions provide a review of the Logging Safety Video. The text includes a section on OSHA Standards, forms & records, and the Louisiana Ten-point Safety Plan. Three workshops were conducted in 2016, which included the following dates: February 2, 3, & 4, 2016; September 28 & 29, 2016.
The logging training materials was updated with changes made to various sections which included recording requirement, amputation requirement and continued Hazard Communication requirements updates.
Four Louisiana Logger Magazines were published that included industry safety and health updates.
Outreach and Communication
- OSHA publications and information were provided at each committee meeting for distribution to workers by Alliance members.
- OSHA Heat Advisory was emailed by OSHA and sent out to all member contractors, recommending scheduling frequent rest breaks in shaded or temperate environments. Anyone overcome by heat stress symptoms should be moved to a cool and shaded location. Heat stroke is an emergency condition – call 911.
- OSHA Training Institute Education Centers sent informational emails that offered a series of free OSHA seminars that were scheduled to occur throughout Region VI. The courses are accredited to meet the new Public Sector Safety & Health Fundamentals Certificate Program requirements.
- Workshop Events: Free Compliance Assistance Forum for employers, community based organizations and advocacy groups were provided. The event included a step-by-step process for developing and implementing and effective safety and health program; a description of OSHA compliance assistance resources; and an overview of the Site Specific Targeting program.
- Invitations were sent to the OSHA Regional Office regarding Safety Stand-Down to prevent falls in the workplace.
- A Safety and Health evaluation of the training was conducted during, and at the conclusion of the evaluation period.
- Outreach assistance was provided to participating chapter member companies during the chapter meetings.
Promoting the National Dialogue on Workplace Safety and Health
- Convene or participate in forums, roundtable discussions, or stakeholder meetings with industries to discuss safety and health issues and to help address needs in the workplace.
- The Logging Alliance Safety Committee annually recognizes Workers' Memorial Day and communicates related information to logging members.
The Logging Alliance members continue to have access to a greater amount of outreach information and publications and are made aware of the continued efforts of OSHA to reach at-risk industries by sharing current events, safety alerts, and best practices.

26 Chapter Meetings
Chapter Meetings are held throughout Louisiana to keep loggers informed about logging technology, safety and health updates, fall campaign, heat campaign, record keeping requirements, new hazard communication requirement (GHS), and amputation requirements, fire safety, CPR-First Aid, GPS Systems, and equipment maintenance (update & proper usage)
The Alliance plans to continue to strive to meet the initiatives and goals for the next evaluation year and renewal of the Alliance.
- Continue Safety Committee Meetings
- Continue to provide hurricane outreach to local areas
- Continue major planned activities that address products improvement, and address issues that affect the Alliance
- Continue ongoing safety and health update training
- Continue Louisiana Logger Magazine that provides updated safety and health information to the logging industry
*Additionally, emphasis will be placed on the assistance that state consultation can provide to members in training, education in job safety, and health issues.
