VII. Federalism

This rule has been reviewed in accordance with Executive Order 12612 (52FR 41685), regarding Federalism. Because this rulemaking action involves a "regulation" issued under section 8 of the OSH Act, and not a "standard" issued under section 6 of the Act, the rule does not preempt State law, see 29 U.S.C. 667(a).
